when i was 21 i hooked up with an 18 year old. it was nothing serious but was very fun....go for it.
wait it out... there'll come an opportunity someday when you two'll be able to spend quality time together, get to know one another, like at an outing or birthday party... then if you know for sure you love her and want to be with her till you die, you can take small steps to making a one-one connection with the one you love... but remember you can be single and happy too.
She probably likes you, you should ask her out on a date!

You can never tell at that age unless you ask her out. However, you might want to think about problems that may arise. Is she going to college far away, will there be difficulties when she wants a drink and you're not legal? If you don't think you'll have that sort of thing- then go for it.
